Any idea what breed this little guy is?

This cute little guy wandered up to my father-in-law this morning. I'm guessing he's about 8-10 weeks old. When I took him to a nearby vet to have him scanned for a chip, the veterinarian was in surgery, and the little girl who scanned him was clueless as to what he may be. I'm guessing he's some sort of shepherd puppy? What do you think?
