BS, if its purely a financial then they can raise the court costs, and administrative fee amounts. They can also address the issue as a corporal punishment where the violator must serve time doing community service such as cleaning up trash along the trinity, helping sort recycling, or even provide free window washing to the area that the perp was stealing from.

These people are shoplifting $50 or cheaper items. I think its a safe bet that they dont carry around too much cash. Now the guy in the vette doing 12mph over the speed limit? That dude can pay his fines and it costs a whole lot less to get him than respond to all these calls.

Community service is fine and dandy but there are already plenty of people to do that as it is.

Not according to the story posted above...

When contacted, police officials in both Houston and Fort Worth said they still respond to Class C shoplifting calls.

Yeah and for some reason I remember the limit being anything over $20 and they get you. Although thats literally not a drop in the bucket these days.

We respond to 50 and under calls but it all depends on Wally to prosecute or just CT them. They do have age cut offs and sometimes will just CT them and have us kick them off the property. Believe it or not a lot of dipshits shoplifting under fifty bucks will have crack, meth, or weed on them. Not really surprising for them to have a couple of hundred on them also.

Theft is theft, gas or not.

"Get" means they mail you a letter. Eventually you might not be able to renew your registration but they won't come visit you over a gas drive off.
