      In this day and age, handing your smart phone to anyone that is not a trusted friend is stupied. If you can open a pdf on your phone, you can print it out. Send it to your computer (email, file transfer, etc) and print it. There is no excuse for not having a hard copy of your proof of insurance. And yes, only mods can see who made the tags.

              sheriffs department computers do not show if the vehicle has ins or not. we can ask dispatch but i dont usually because youre required to have it with you...

                      The offense is "No proof of financial responsibility". That said, is electronic representation enough in this day and age. I would say yes (as long as I could verify through dispatch or my computer). If someone did not present me with physical proof of financial responsibility the first thing I would do is ask dispatch or consult my computer to find out if the 28 returned with insurance. If it came back with verify manually, guess what, I need your card or you are getting a ticket/tow.

                          #1. I carry an insurance card and a PDF copy on my phone. I agree with just print it out.

                          #2. If you are concerned about taking the responsibility of holding/ looking at someone's phone then that alarms me considering the inherent responsibilities of your job.

                              Granted, I'm drunk at the moment and no longer a peace officer. But one time I was presented with a proper/official looking insurance card at the scene of a no injury accident. I wrote down the proper info for a blue form accident information sheet. (something that gives each party involved in the accident the insurance information of the other party) and later found out that the information I was provided was false. It took me 3 months to track down the person who gave the false information. He was intoxicated at the time of the second contact. I was able to arrest him for dwi, failure to provide info at an accident scene, and failure to id. at the time of the second arrest. If I had depended on my first contact and never followed up, he would have been another statistic of an illegal alien causing an accident and not being held responsible. Luck is all you have to rely on sometimes. (again, I don't know if this makes sense. I'm drunk and also no longer LEO.

                                In the "somethin' for nothin'" society we live in, he's covering his ass. It doesn't take him actually breaking the guys phone, but rather the guy saying that his phone hasn't been operating normally ever since officer Osiris had it in his possession. Then it turns into paperwork and wasted time for Officer O.
