I've issued citations to drivers when the computer says "verify manually" or "unconfirmed" when they didn't have physical I'd cards when they CLAIMED to have insurance. But you're saying using your phone as proof. I think this is a discretionary issue here. If the officer chooses to accept that, then cool.
