If you can get to the card via an access panel on the laptop, most can, you can unplug the white and black, or white black and grey wires, then run new wires out of the access panel externally.

you can also just get an external USB wifi adapter with a small antenna. you can then build a cable/antenna to pick it up

Now there may be local and state wide legislation passed in certain states, but I don't think Texas has anything of the sort, yet.
There may be some legal action on the sharer if there is a violation of their terms of service with the ISP. It's been a hot topic recently, but if you don't password protect your wifi, or choose to use the default password that came with your router, you as the sharer would be more at fault than someone who happened to have the default password for the default SSID of your router saved in their network settings.
