Uh, that's what dipsticks are for. When it looks a little dirty, change it. Most of the time I only change mine 2-3 times a year with normal driving. Of course I've never paid to have my oil changed, so I could'nt care less what happens to the quick change businesses that profit off laziness. Let them all close, and maybe everyone will learn how to turn one bolt, and unscrew/screw a filter.

I change the oil in the tow trucks every 3k miles only because of the abuse and heavy loads the motors see on a daily basis. I also drain and fill the transmission every 2nd or 3rd oil change depending on outside temps.
Otherwise with my daily i run synthetic and change it every 5-6k miles. On the bike though I've been known to change the oil at 2.5k miles after a hard trip with lots of high revs, etc.Owner of Titan Towing

There's got to be ton of cars on the roads that don't contain them. Tons of people don't use synthetics. Tons of people also use the cheapest oil and filters they can get.
Sure, oil and filter technology has progressed from 30 years ago, but I think you're discounting the amount of less than intelligent people out there. How many people drive shitboxes, 30 yr old cars, etc.
I don't see where the govt gets off intervening and affecting small business revenue. I also think liability is an issue. I think the manufacturers should push it, not the govt. 3k mile intervals isn't hurting anyone.
