What ever happened to parenting? If someone else's kid (at these ages) were doing something I did not feel was right to my daughter- it's just a matter of kicking him out with explanation, and talking with the parents.

Now, if the parents are douches about it - he just won't play with her anymore. I'd expect his parents to talk (i.e. teach) with him and not to see that happen again.
