Fill the holes with dog crap that's what we used to do and it worked. Of course the poop to hole ration might make this an issue.

If you're too stupid to lay down chicken wire to where it doesn't leave barbs for your dog to get cut on doesn't mean the idea is stupid. I did the dog shit in the hole.... he didn't give a fuck, the chicken wire stops him cold, he doesn't get hurt the steel just freaks him out. I'm sure shock collar would do the trick, it was going to be my next step had the chicken wire not worked.

How much exercise does this dog get? Border collies were bred to be herding/working dogs and if not given the opportunity to burn off that excessive energy they will look for other ways (often unwanted behavior) to entertain themselves. If you have an extremely intelligent working breed pinned up in a backyard with no means for mental and physical exercise and expect it not to dig out then you need the shock collar, not the dog...

I work a full time job. I get out and play frisbee with her on the weekends and when there is still light out when I get home. She has got a big enough yard to run around in.

Yeah because chicken wire stays exacty as you put it and all dogs react the same to the feel of chicken wire on their nails. Notice the dog shit didn't work for you? Doing anything that can injure your dog just to stop it from digging is stupid.

This is the biggest problem with the "invisible fence" stuff. Once outside they freak out because they can't get back in, or else they simply stay away for good afraid to ever come back.

Yeah, if done properly it does. How exactly would chicken wire harm the animal?

Unfortunately, "having a big yard to run in" does not satisfy the intense energy level and mental desire for a job that border collies are bred with. Hence the reason she's digging out to HERD THE COWS... It's unfortunate that your work schedule does not allow you to fulfill the needs of your pet. Perhaps you could engage the use of a doggie daycare that offers playtime with other dogs or a dog walker to supplement your lack of time. I realize these suggestions may not be convenient or financially appealing. Maybe you should do some research on the needs of the breed you decide to have in the future, instead of not providing for the dog's inherited qualities and then punishing them for it...

my co worker did this with success.

Soooo, after reading all the suggestions, the consensus is:
                                Electric chicken wire with barbs.
