Fill the holes with dog crap that's what we used to do and it worked. Of course the poop to hole ration might make this an issue.

How much exercise does this dog get? Border collies were bred to be herding/working dogs and if not given the opportunity to burn off that excessive energy they will look for other ways (often unwanted behavior) to entertain themselves. If you have an extremely intelligent working breed pinned up in a backyard with no means for mental and physical exercise and expect it not to dig out then you need the shock collar, not the dog...Comment
