I happened to catch a commercial with him this afternoon for "Money Mutual". They are a cash advance company that locates lenders for quickie loans with high interest rates. I'm guessing that's who the OP was talking about, but I don't see where they " target low ranking members of the armed forces." It looks like they target broke people regardless of their occupation.
