I do some volunteering with a local Doberman rescue and the meaner dogs we have come in are the ones that are lazy and get little to no exercise. You'd be surprised what a little exercise every day will do for a dogs attitude and aggression. I'm not saying it'll get rid of it completely but it can definitely help tone it down.

I really can't comment on your authority level, you definitely have to show the dog who's boss and stick to it.

For discipline, the thing that worked best for me is getting a coke can and filling it 1/3 of the way with pennies. When the dog misbehaves, give the can a good hard shake with down motion and see who the dog responds. I've yet to find a dog that can stand the sound. They'll start associating misbehaving that sound and since they won't like the sound they'll probably misbehave less.

Boarder Collies are herding dogs. That is their instinct. I do not believe the aggressive part that was mentioned above about Border Collies.

Fixing him would help. Also take him to dog classes too. And a low powered BB gun always works when training

WTF?! There are plenty of way to discipline a dog that don't involve air powered guns.

Fixing the dog will fix a lot of those problems. Shooting it will fix all of them.
