i always thought it was weird because some factory vehicles come with side exhaust which clearly does not exit behind the rear axle.

The exhaust could end right under your ass as long as the pipe actually extends to the edge of the vehicle.

I've been running turn downs right after the muffler on my 00' GT for years. I've never had an issue getting it inspected and I've had it done at one of those State Inspection places before. I usually just go to the car wash by my house though. I got pulled over and was given a ticket for bald tires, but he said nothing about the exhaust.

This is correct but to add, it you have a camper shell or tonneau cover (soft or hard) it has to be removed before they inspect it. I know this because my sons Lightning is dumped in front of the axle but we had to come home and remove the tonneau cover first before they would inspect it.
