FWIW, if he was an exemplary trooper in all other aspects, I have no problem with him getting some in uniform. If it was a bribe or forced though, that's not quite exemplary.
Having sex in public is a crime, as it is indecent exposure. If it wasn't a crime, there wouldn't be any harm in teenagers going to "Lookout Point."
