On a side note: Does the state pay these businesses what their worth + property value, or do they use Imminent domain and pay penny's on the dollar and force them to leave?

They're using eminent domain, period, which by default requires that the state give FMV for the property. The state will try to fuck you on what FMV is, but any lawyer worth the paper their JD was printed on should be able to get the land owners the proper amount.
