Any auto title people?

I had a few questions on procuring a bonded title on a vehicle I was given.
I have the title but the registered owner (as per the title) won't return my calls or emails. It's signed over to someone else, not me.
I have the vehilcle and a written affadavit from the previous dude stating that it is his to give. I have checked for liens and so on.

Is there some sort of temp tag I could get in order to drive the car while waiting for the bond?

Is there a title company the anyone has had good experiences with?

Should I just bypass the title company and do it myself?
if so, what are the steps?

Advise?

You can get a 30 day temp tag from the tax office for like 20-30 bucks, you need to have the car on your inns policy when you go.
