I have to agree with the ones that said it's the Mom's fault!
You warned/asked her to bring the dog inside.
She knew that you asked Peyton to give the dog water, but SHE didn't follow-up to make sure it was being done.
You weren't there to supervise so it's not your fault. You did what you could from afar, why is it now your responsibility to clean up HER mess?

Section 42.09 of the Texas Penal Code prohibits the intentional cruel treatment of animals. Under current Texas Law, cruel treatment of animals is forbidden. The following actions define cruel punishment:
1. Torturing an animal
2. Failing to provide food, care or shelter
3. Abandoning an animal (*see note below)
4. Transporting or confining an animal in a cruel manner
5. Killing, seriously injuring or poisoning an animal
6. Causing an animal to fight with another (see info on recently passed Texas Legislature HB 916 here).
7. Using a live animal as a lure in a dog race
8. Tripping a horse
9. Injuring an animal belonging to another person
10. Seriously overworking an animal.
Sounds like someone broke the law. This is a little more serious then my former pot smoking too.

FWIW, I work my dogs in this heat..... 110+ temps. What kind of dog was this? I'll work my dogs with kevlar on them if needed even. None of them have ever passed out from the heat or just killed over. You just have to provide them with a steady source for water.

you don't have to scold him to get your point across. lay out the facts to him in a manner he can understand. no need to say you did this and yada yada...
tell him there was a reason you asked him to water the dog and this is why. then explain to him he didn't have a problem playing x box all day in the a/c, while the dog was out there dying. that he should feel some burden of responsibility etc etc.first class white trash

After thinking about it a bit what's done is done and as crappy as it is any animosity towards the child or the situation would only be negative.
I agree with pappapepper, help him bury the dog and talk to him about life and responsibility. I think a 'matter of fact' type conversation would work a lot better than a scolding since you already set him in time out and he has had time to think about this on his own.An invasion of armies can be resisted, but not an idea whose time has come.
