Yes, I only turn the valve on for under an hour to shower and fill the tanks. With only 40-50 hours of the water being on a month it burned 31k+ gallons of water. If I left it on all the time then the water usage would be astronomical.

Meter gone to shit wouldn't cause a loss in pressure unless the meter was clogged, in which case it would show less consumption instead of more...

He has a legitimate leak somewhere between the meter and the house.

That and the 2" of water pooling under the house when the water is on has a slight suggestion there is a leak.
