You mean during hurricane season which is from June 1st to the end of November?
I would imagine it will either be raining or sunny. Either will be windy.
Hurricane Katrina on a cruise ship wasn't bad for me, but I was also the only person smart enough to not stay in a cabin. Pot helped too!
The rest were all puking.

You'll hit storms in the gulf on a ship regardless of what time of year you go. They are cheap because kids are in school, not because of it being hurricane season. There is always a chance of inclimate weather but hurricanes take 4-5 days to make it to the gulf and then the track is pretty clear. Ships can alternate ports and steer around them normally.
Those scary videos of the ships rocking and tables flying are usually because either the stabilizers aren't working or the ship has lost power and couldn't run. The ships can sail at nearly 30 mph if they need to, so with lots of warning time they can easily get around even a 200 mile wide storm.
I've sailed to Cozumel 3 times and it's rained for at least an hour there every time but Progresso has always been dry. Those are the two main ports for the Carnival ships out of Galveston.

I took a December cruise out of Galveston two years ago. Weather is still plenty warm, I left DFW in 40*f weather and woke up the next day in 70*F weather. By the time we reached Progresso Yucatan it was in the 90's. When we reached Cozumel, I went on a beginner scuba dive, water temps were still in the low 80's.
Only thing that sucked was coming back, we hit rough seas, 15 foot swells. I am not the seasick type and I was getting ready to hurl. My dad was Navy during vietnam, he had no issues lol.
Don't worry about hurricanes, they will sail around them. I am leaving out on August 14th for a cruise.

Just as we got into our rooms the captain announced that a hurricane was going to hit the St's so they changed our itinerary to the western Carrib. and we ended up in Cozumel, Isla Rotan, Belize and one other. Belize was awesome but we would have preferred to travel the original itinerary.
My suggestion is not to get the insurance (for delayed/canceled trips) and just take your chance. Like stated, they know well in advance and can take evasive actions.
