        GENEVA (AP) — The U.N.'s top human rights official says the U.S. breached international law when it executed a Mexican citizen.

        U.N. High Commissioner for Human Rights Navi Pillay said Friday the Texas execution of Humberto Leal "raises particular legal concerns," including whether he had access to consular services and a fair trial.

        Pillay also cited a 2004 International Court of Justice ruling saying the U.S. must review and reconsider the cases of 51 Mexican nationals sentenced to death, including Leal's — But, she said, that never happened.

        Leal was executed Thursday despite a White House-backed appeal that claimed the case could affect foreigners arrested in the U.S. and Americans in legal trouble abroad.

        Leal was sentenced to death for the 1994 rape and murder of a U.S. teenager

            I agree to a point, but it's not always black and white. And I believe someone touched on it early in the thread. For instance, soldier kills a few people, is arrested/taken hostage by authorities in foreign country. Soldier committed a war crime and could be put to death. Just keep that in mind. I'm sick of hearing them call him a Mexican citizen. Call him what he is. A murderer, rapist, illegal, etc...

                  I think that it is isn some states. Hell, I heard a couple of states still use a firing squad. The only reason that states get rid of those two is because lethal injection is more guaranteed than other methods.

                  I don't keep up with current events though so the chair and firing squad might not still be legit.

(Arkansas and Oklahoma laws provide for its use should lethal injection ever be held to be unconstitutional.) Inmates in the other states must select either it or lethal injection. In the state of Florida, on July 8, 1999, Allen Lee Davis convicted of murder was executed in the Florida electric chair "Old Sparky". Davis' face was bloodied and photographs taken, which were later posted on the Internet. The 1997 execution of Pedro Medina created controversy when flames burst from the inmate's head. Lethal injection is now, as of 2008, the primary method of execution in the state of Florida. On February 15, 2008, the Nebraska Supreme Court declared execution by electrocution to be "cruel and unusual punishment" prohibited by the Nebraska Constitution.[11]

                      Although the use of electrocution to administer death has waned in recent years, it is not unheard of. Paul Warner Powell, executed in Virginia March 18, 2010, is the most recent individual to choose electrocution over lethal injection.[12]
