    DALLAS - The Pew Hispanic Center says 11 million undocumented immigrants live in the United States. Last year, the U.S. deported nearly 400,000 people living in the country illegally.

    A new memo released from the head of Immigration and Customs Enforcement is now encouraging a priority list. The memo could be welcome news to a number of local immigrants, mostly students and the elderly, set for deportation.

    Could the Obama administration be making a quiet but powerful move toward amnesty for certain illegal immigrants?

    The recently released memo from John Morton, the head of Immigration and Customs Enforcement in Washington, has given new hope to some long-time illegal residents faced with with immediate deportation.

    Dated last Friday, the memo was from Morton to all the regional directors, special agents and chief counsel.

    "Because the agency is confronted with more violations than its resources can address, the agency must regularly exercise prosecutorial discretion," it read.

    "Felons," "gang members," "repeat offenders" first.

    But, the following cases should prompt special consideration, inlcuding "minors and elderly individuals," those "in the U.S. since childhood" and those who "have or are pursuing a college or advanced degree at a legitimate institution of higher education."

    This is the third in a series of memos from the the ICE agency director.

    Immigration activist Ralph Isenberg, of Dallas, said this is easily the most declarative.

    "His memo last year, apparently ICE didn't get it," he said. "His officers throughout the nation didn't get it and we've continued to deport families, we've continued to deport students and I think the pressure is now building."

    So much so that the memo is already being given credit for a reprieve just awarded to one California college student who was slated for deportation to India Wednesday.

    Isenberg hopes it will also help reverse deportation orders for two students he has sponsored, Hector Lopez in Oregon and Olga Zanella in Irving.

    "When I heard about it, it was pretty much what we have been waiting for, something that will give us hope," he said.

    Zanella's parents brought her to America from Mexico when she was six. She has petitioned the government for asylum citing dangerous conditions in her native country.

    "And I know that this is the only hope I have for me and for my family," she said.

    Conservative talk radio host Mark Davis says compassion is natural, but those here illegally are knowingly breaking the law.

    "If you are taking a breath in the United States of America and you are here illegally, you have broken the law," he said. "And a lot of illegal immigrants want us to go soft on this and they celebrate this kind of hand-wringing."

    Seems like a good decision to me. More focus on the criminals than those who are actively seeking a better life

        Really? They are talking about the possibility of Illegals that have possibly been here so long getting to stay ect. Also giving immunity to those in college, elderly, you name it. They are draining our economy. If they want a better life, then come here legally.

            Yes really. For one this country was founded upon people trying to make a better life for themselves. Two If you have said amount of illegals and you focus on the ones who are not only "draining" the economy but causing hardship on Americans aka felons and repeat criminals, you are doing a better job than just deporting the illegals as a whole. Is it a remedy for the entire problem? No, but is it a smart decision as far as who we chose to aim our efforts at? Yes

            IMO If they are in college, let them stay. If they are working their asses off and not breaking laws, I welcome them. Its easy to be like "well if they go through the proper avenues to get to America then they can be here" but realisticlly in a lot of other countries you cant just up and go after youve saved some money while working at McDonalds. It is physically and financially impossible for them to get here using the proper avenues.

                You do realize this means droping the cases that ICE currently have on deportation status. Meaning the people challenging the deportation get off and pushed to the back of the line. ICE says they deport 400k illegals a year. There are not 400k violent criminal illegals here. They are trying to put this in place so they can say, "we are looking for the violent ones" when their numbers drop. They take our jobs, take my hard earned money and you say let them stay? The ones in college are using finacial aid and have never paid in. Do you see the trend here?

                              I'd rather they deport 100k Violent Criminals than 400K College student who may better America in the future. Some of them may take your jobs, some of them may take your hard earned money, but some of them also fight for your freedom. Right now. In Iraq, Afghanistan and who knows where. Some of them may have come here illegally, yet built a life for themselves and become successful Americans, helping the economny and having a love for this country that many who were born here take for granted. Where do you draw the line? "Illegal Immigration" has become such a bullshit catch phrase its ridiculous. Why dont we tackle the real problems. Instead of picking leaves off the branches tackle the whole tree. We can start with politicians, the constitution, spending, etc.
