It's very common in cases of theft/embezzlement. It's unreported income, which also carries penalties, etc. It makes it a real pain in the ass for thieves, because they usually spend all the cash, then have to find the money to pay the taxes.

That's a hell of a loophole for some double jeopardy type shit! If we can't pin the crime of theft on you, we'll pop you for tax evasion!

I have a buddy that is locked up for that very reason. He sold dope and they could not pin an actual dope case on him, but had enough to get a warrant. They went in and seized all his shit, tallied it up, and hit him with tax evasion based off the value of his belongings and no verified income to purchase them.
