There's a big judgement to be made in that statement.

I can see it being used on high-profile criminals/drug dealers or ones who were previously convicted and were out on bail... So you can see if theyve been to a known area where they were with 'known undesirables' or to use it against them in a court setting.
But, people of that stature arent stupid.
