Then it gets delivered to the FFL, and he waits for each person to do their 4473 and give them their lowers. Last time Don did it, I think he ran into an issue with the FFL not wanting to hold onto all the lowers, and some people not picking up their lowers, scheduling, etc. and he ended up registering a bunch in his name and giving them to people. If I'm not mistaken it was a nightmare for him.
