If it's a stock, yes. If it's a brace, no.

Edit. Not sure about it being collapsible. I know they make folding braces that "should" be legal. I would think they same would go for a collapsible.

I think it's a gray area, somewhere I wouldn't want to be when dealing with the ATF.
