  • ATF and Wetted Nitrocellulose?

Pending industry input, the government reclassification of ammo component wetted nitrocellulose from "nonexplosive" to "high explosive" has been rescinded.

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is making some changes that are really raising some eyebrows. They have decided to reclassify wetted nitrocellulose as a high explosive under the federal explosives laws. Nitrocellulose is a component of smokeless powder that is used in small-arms ammunition and artillery fire. Smokeless powder allowed for …

The BATFE proposed a new regulation for the storage, transportation and documentation of “wetted nitrocellulose,” which is a precursor for manufacture of smokeless powder. This proposed regulation would make compliance so difficult and expensive that it could cut off domestic production.

However, because of industry input about the possible consequences of this proposed regulation, the BATFE has decided to withdraw it for further consideration. It could still happen, but for now it’s on hold.

Looks like they are not ready to implement just yet:

wasn't sure where to put this. a mod can move it if necessary. "As reported on Ammoland, a sudden ATF rule change promulgated entirely without warning in a newsletter has reclassified a critical component of smokeless powder as a ?high explosive.http://www.alloutdoor.com/2016/08/...
