Good question, I also do not know the answer - guess I'm going to have to do some research.

Yes, they can either write a law to counter it or vote to defund. However in either of those cases it still has to be signed into law by the POTUS who can obviously veto it. Congress can override a veto with a supermajority but that's not likely today.

we've sold a couple cars to this old stoner dude that bought when "Obama was coming to get our guns" and wants to trade them for cars, at the price he paid for them back then. On his 3rd trip in, he came to the realization that the prices I was pulling up on gun trader and such right in front of him were what they were worth.
