It sounds almost like he wants to outlaw private sales period. That'd close pretty much any "loop hole" I can think of.

They want a background check on every sale because then all it takes is another piece of legislation and they can keep a record of every sale. Once they have that it won't be long until they have a massive database that includes every sale.
It is just another stepping stone on the way tot heir dream which is confiscation. Today just illustrates that these people have no problem telling outright lies to reach their goals. I've dealt with Washington state's law requiring an FFL for all transfers. For the smallest players, It makes anything firearms related more costly, difficult, and nearly impossible to share any experiences in training or in the hobby. It is largely unenforceable, so while it has made criminals out of normal people, I can't say how it has affected criminal activity that was already happening, at all.
We already had difficulty , living in a metro area split by a state line. Now, many normal people don't even want to bother with the hassle.
