Cheapest place would be any toy store...
What will they be used for, how far do you expect to be able to see, and how much do you want to spend?"Laws that forbid the carrying of arms...disarm only those who are neither inclined nor determined to commit crimes...Such laws make things worse for the assaulted and better for the assailants; they serve rather to encourage than to prevent homicides, for an unarmed man may be attacked with greater confidence than an armed man." - Thomas Jefferson, 1776

Cheap and night vision don't go in the same sentence. You can get some early gen Russian stuff for cheap, that's what's usually sold at Walmart and other places just repackaged and sold here. Sure, you can see somewhat in the dark with it, but once you use something like a PVS7/14 you'll realize how awful the cheap stuff really is.
What are you looking to use it for?

I work on a cooled thermal sight with a min "recognizable" range of 5000m.

As for thermal, now you're really talking some money. The only semi way of doing a cheap thermal unit is finding a Cadillac unit on eBay and then you still have to supply power and a screen.
There is no cheap way with good night vision, you either get cheap junk, or pay to play.

Digital NV will give you the best bang for the buck..."Laws that forbid the carrying of arms...disarm only those who are neither inclined nor determined to commit crimes...Such laws make things worse for the assaulted and better for the assailants; they serve rather to encourage than to prevent homicides, for an unarmed man may be attacked with greater confidence than an armed man." - Thomas Jefferson, 1776
