Question for you NFA guys

My dad has recently purchased a Semi Auto MP5 parts kit and "flat" receiver. He also purchased a complete MP5 from Atlantic. Both are pistols but he wants to SBR one of them. Since the flat kit doesn't have a serial number just like an AR 80% lower, can he form 1 it to make it a SBR?
Does he have to assign it a serial number? Can he make the serial number whatever he wants?
Or is he better off SBRing the serialized gun?

He has to serialize it, but the name of his trust, city, and state.

Building these guns is no joke. It will require at least $1000 in tools and equipment. He may want to outsource this to TPM. We happen to have the best HK custom shop in the nation right here in DFW

doesnt have to be a trust. Just the name of the builder. But any nfa items should be put into a trust it makes transferring an item to a family member much easier

This. Sorry, I assumed he would be using a trust like most folks.

We have a trust and several NFA items. This is different because the gun will built by us and didn't have a serial number.

We have the jigs, fixtures, press and needed welder. That's not an issue. We aim to do several of these in different forms.
