Is there something different about it when is says "boat tail"?

The projectile has a little bevel at the base, like the tail of a boat, hence, "boattail." It adds a little stability in flight, because it makes the bullet a little more slippery.

Is .29 cents/round a good deal? Seems like that's the going rate from what I've seen...maybe a penny or two less.

Or is the "deal" just being able to get that kind of quantity?

That is about as good a deal as you can get anywhere. I would prefer Privi over Wolf but for the price it would work fine for a day at the range.
