The 1968 GCA prevented the importation of NFA items for civilians upon enactment.

We have too many laws in this country. It's like the damn United States of France or something.

Any imported are sample guns for dealers only. The 17 hadn't been out very long before 86 and I don't know how many if any people tried converting any 17s or knew how to do it with so few 18s at the time to learn from. Especially with the polymer gun fear of the day.

Look, I'm a gun guy through and through and I hate these stats as much as the next enthusiast, but many countries have shown that gun control works. Japan, the country with pretty much the strictest gun control, has a miniscule crime rate.
Japan is it's own special case, though. Their low crime rate has far less to do with laws than it has to with their culture. They are a very respectful culture and it is very important for them to respect their elders as well as honor their parents and not tarnish their name or embarrass them. Japan, in my opinion, is a very good example of good parenting. The biggest crime in their society that I am aware of is suicide, and that is usually from dishonering their family.
