What disturbs me the most is it is can be anonymous. The "authorities" can possibly raid your home from a tip on the hotline. This shift in all out power of any branch of the government really makes me uncomfortable.

Surely you don't really believe that? Especially living in CA? That kind of thing happens all of the time, particularly in the "blue states".
