              Any SOT can transfer a DD at least once, sometimes I think twice a year or 3 year renewal. Not sure on the exact, but they are allowed very very minimal transfers. Most dealers save the transfers for themselves or good customers.

              Most of the reason why you see most DDs form 1d since the receivers can transfer as title 1 guns.

                Section 9.13 May an FFL/SOT transfer a personally owned destructive device without qualifying to do business in destructive devices? Persons engaged in the business of dealing in firearms must have a GCA license authorizing them to deal in the type of firearms in which they deal. If they engage in the business of dealing in destructive devices, they must have a license to do so as required by 18 U.S.C. 923(a)(3)(A). However, ATF recognizes that persons licensed to deal in firearms other than destructive devices may lawfully maintain a personal collection of destructive devices and occasionally dispose of them as personal firearms on Forms 4 without having a license to deal in such devices. But if the dealer’s receipt and disposition of these devices become repetitive, ATF may infer that the dealer is engaged in the business of dealing in the devices and require him/her to be licensed as a dealer in such devices. There is no precise number of transactions that would trigger the license requirement.

                  ATF is no longer allowing SOT's without DD permits to transfer m203's. That's from the manufacturer.

                    I'd say thats the mfgs own stipulation, especially LMT. I know for a fact of an SOT that did a transfer on a mortar last week with know DD permit.

                      I wasn't sure if that was the case or not. But m203 manufacturers are few and far between.

                        Just buy the receiver and do a form 1. Your regular FFL can receive it and you can take it home. After 9 months buy a barrel and slap it on.

                              I spoke to LMT today and they told me themselves that all transfer requests for the past 12-18 months have been denied by the ATF for all FFL's who were not 9's or 10's.

                                That's unfortunate. I still think it's their policy I not deal with it. Same as ACS no longer selling M18 smoke grenades to the public.
