Yep. If they don't have a directory of local ffl's, check budsgunshop.com. They will. Call whoever you pick out to verify fees though. A lot of retail shops have jacked up their transfer fee.

Although they come apart just like an AR-15, the M&P 22 receiver and upper are about about a 1/4 inch shorter than an actual AR-15 style rifle. I have this rifle, the upper wont fit on any of my receivers and vice versa.

technically its a polymer composite, but yes. Tough as nails though,VERY RELIABLE, and they come equipped with a "match grade precision barrel" already.... as stated by Smith and Wesson. Not really sure what constitutes as a Match grade barrel in their eyes but i do know that i get consistent quarter size groupings at 50 yards with winchester M-22s. And it is bump-fire stock compatible after you put a lighter trigger on it...
