Your FFL fees are not due until you pick up your lowers. All that is due now is the cost of the lower

(that should be added to the original post if it hasn't already. A lot of confusion with the FFL fees)

Do not pay your FFL fees at the time you pay for the lowers. You will pay the transfer fee at the time you pick it up.
