I haven't read the proposed bill yet, much less 3 pages here but isn't there an open-carry state where it has to be unloaded and the magazine out of the gun? I think that's just plain retarded...is that a requirment of this bill?

That's Kalifornia...No such requirement in the OK bill that passed recently and also none in the TX proposed bill that I saw.
