No, browning produces red oxide...Fe2O3, and bluing produces black oxide...Fe3O4.

You will never ever confuse black oxide for surface rust, you can confuse browning (which is red rust) for surface rust because it is the same color and composition.

Any bluing process should produce a form of black oxide (Fe3O4) not red oxide.
