An individual can't ship a handgun via USPS. If you use FedEx or UPS it must go next day air based on their policies.
An individual can ship it back to the manufacturer for repair and the manufacturer can ship it back to the individual without using an FFL.
Now, I have shipped things back to Taurus, Kahr, S&W, etc.(and yes, most of them have been to Taurus) and even though we request it to be shipped back to the individual, about 50% of the time they will send it back to me.
My approach is if I shipped it for you and charged you my shipping fee, I won't charge you a transfer fee if it comes back to me. I don't think I should charge you to get your gun back. But, we still have to do a 4473 and background check if no CHL.
