Conducting small arms and light weapons surveys
1 Scope
This document provides guidance on developing, implementing and reporting small arms and light weapons surveys. It covers the purpose and scope of such surveys; their components, structure, ownership and follow-up; as well as the methodology for conducting them and for presenting and disseminating their findings. The guidance provided in this document is applicable to any actor – UN agency, government or national authority, international or regional organization, civil society, research organization or individual researcher – involved in developing, implementing or reporting small arms and light weapons surveys. In addition to small arms and light weapons, the guidance provided in this document may be extended, as appropriate, to encompass other portable lethal weapons that are of particular concern in the area being surveyed (e.g. improvised explosive devices, hand grenades, bladed weapons, etc.).
