A stock 10/22 is by no means the highest quality .22 available. It's not the most accurate, the nicest, the most reliable, etc.
It is however the one with (IMO) the best magazine system, and by far the largest aftermarket. So even being expensive for what it is in stock form, people get to play legos with it and you can ultimately build a phenomenal gun. I look at it like a Fox body mustang. It wasn't the "best" sports car, but the architecture is there along with the aftermarket support solidified its reputation.

You didn't say quality, you said "best" which includes all of those, not just one of them. And of all of those the one that can be quantified is desirability through sales. Like I said earlier if you wanted to make a point you needed to pick something. You can't argue "best" as the term is too subjective - which is why it didn't make any sense.
