      What's the reasoning behind not allowing FFL's to sell to those under 21? I would think that they would be more qualified to advise on the purchase, and make sure that the gun is in proper working order. Then again, they are just looking to make a buck just like the private seller...

        Because its a federal law and federal laws don't have to make sense. An FFL grants the holder the right to engage in interstate sale and transport of firearms. Therefore an FFL is required to follow both state AND federal law. Needless to say... The ATF is not your friend.
