Exactly my point, I rather have them all go through a background check, rather than just let anyone conceal. Its open carry in Alaska, but I can understand it as its the final frontier. Sure a robber might be armed, but I don't believe that every thief that uses a weapon for leverage is prepared to take a life for what they want. Do some? Sure, but not every one of them. So that being said, weapon in plain sight = deterrent in most situations.
