Why would you do it that way as opposed to just reclaiming it after a waiting period or whateveR?

because most of the time it was someone close to them that stole it and sold it, and to get the property back they'd have to file a police report and as far as I know press charges for the police to recollect it.
Most people didn't go that far and just paid out of pocket to get their shit back.
