Forged, Jackson Armory told me that.
Looks like it is layered steel.

if i could have a chance to look at it i could also tell you some more about it. those swords are a dime a dozen any more but that doesn't mean they are worthless. most officer swords are worth from $300-50K+ depending on what it has on it and what condition the blade is in. i have a tool set at home to take these apart and would be more than happy to look at it for you. just let me know.

You should ask them if they have any paperwork on it or anymore info on the sword.
