It's the sequel to "Rise", but the wording almost suggests prequel. End result being Planet of the Apes?

It's repetitive but it's not redundant. If you leave out the first prepositional phrase, you're left with "Dawn." If you leave out the second prepositional phrase, you're left with "Dawn of the Planet."
