I do liquid cooling because my dual GPU video card would get fucking LOUD.

I believe most most people do home liquid cooling is to get rid of the annoyance of fans. The heat displacement is great too, but to be honest as stated above, unless you're running 100% 100% of the time its really not needed.

Listen, there have been one or two occasions where I've been watching porn and the fan noise has stopped me from grasping the full depth of the dialogue in the film.

Unless you play your cards right, the pump noise will replace the fan noise. Possibly louder. Also, its good practice to still have fans to move warm air out of the case. There will still be warm air, water cooling or no water cooling. How far are you planning on overclocking this machine?

The pump i have is about equal to the stock fans in terms of noise level, the main difference is when I'm playing games, it doesn't get any louder where as the fans would spin up pretty fast.

Gasser is right, dont skimp on the pump, a cheap pump will work just fine, it'll just be "loud".

They do have submersible pumps, that might eat some of your noise. I mention it because you sound like you're wanting to sort of go all out, in which case you might use a hidden (or visible if its cool looking) 10 gallon fish tank as a water tank. That much water should completely deaden an already somewhat quiet submersible pump. That would take care of that. As for fans, I'd get these:

If you run them on the lower setting they're inaudible, and they'd move enough air to keep the inside of your case cool if you had water cooling. You can go more expensive than those if you want, with Noctuas, but I don't see any need to. You also have more color choices with cougar.
