Javascript issue with Android browser

I've got a Galaxy S3, and for some reason the stock browser has Javascript turned off so websites don't work properly. The settings in the browser has the check mark for enable Javascript which is what's confusing. Anybody else have this issue after Android 4.3 update on Verizon? Anyway to fix it?

I tried it and it's slow as piss to load pages, but Java does work on it
