AT&T DSL problems...I forget who is our AT&T rep here?

Been trying to help a friend for several months to resolve slow speed with a DSL line. We've gone from wireless to wired, replaced the modem..and now have replaced the old P4 desktop with a MUCH newer multi-core gaming rig...and still...can only achieve at BEST...just under 1Mb down...at best....in fact last check earlier tonight it was at kb speeds. They are paying over 80 bucks a month for a combined phone and DSL line. This is beyond inadequate...they can't even watch youtube videos at low settings or use their netflix account.
