Check the coax connections to ensure they're tight, all of them between that box and the splitter. If they are, try another splitter. If still bad, the coax is bad.

I just tried to tighten everything up and it's solid. I'll check the splitter next.

Try the TV in another room that is known to be good.
I just bought the TV yesterday from BestBuy. After spending an hour on the phone with TWC they are sending a tech out. I switched cable boxes and still got the same thing.

Either way it turned out to be the signal was too weak.
glad you got it figured out. I recall having this same problem a while back at it was the same thing, weak signal. Even after running a new coax from the pedestal (in my backyard) to the house...they ended up having to run some device that plugs in my garage and has a coax running into the attic. Supposedly it regenerates the signal cause if the kids unplug it by accident, my cable goes out.
