this talks about what your asking. one solution was to use the service elivator and take 55 gallon drums to the roof. another thing you could do is mount a tank and a 12v pump/battery on a platform dolly with wheels. fill it on the ground, roll it into the service elivator and pump it into the generator tank. Granger has fuel tanks all sizes and the pumps.
