Who are the resident site builders?

My dad has a page for his work, but it looks very 1997. Since the links and text etc are already present, how hard would it be to have someone redesign the layout making it look more modern but still the same on the back end?

Furthermore is anyone interested in doing it? Shoot me a price and let's figure it out..
